New Zealand tenders: use GETS and turn evidence into clear answers

New Zealand tenders offer two useful preparation moments: when a buyer signals a possible future purchase, and when it publishes a request for a response. Treat these moments differently. Early information can help you organise evidence and capacity; a live request supplies the instructions your bid must address.

Begin with GETS and a realistic view of your capabilities. Then build a response that explains the proposed delivery method and shows why the supporting experience is relevant. Clear evidence is more useful than a large collection of loosely related company material.

Find opportunities through GETS

New Zealand Government Procurement identifies the Government Electronic Tender Service, GETS, as a service where public-sector agencies advertise and manage tenders. Its planning-to-tender guidance explains that current tender listings can be viewed without registration, while supplier registration provides detailed information and relevant notifications.

Use that guidance to reach GETS and review your account access early. Search around the work your business can perform, the buyers you understand and the places you can serve. For each promising result, save the reference, buyer, official link and the type of response being requested.

Read the complete request before deciding that the opportunity fits. The title may describe your specialty while the detailed scope requires a different delivery scale, timetable or combination of services.

Separate future plans from live requests

Future procurement opportunities, or FPOs, help suppliers see what agencies may purchase. Government guidance makes clear that these forecasts can be revised or cancelled and do not themselves invite bids or commit the buyer to a purchase. See the official FPO explanation.

Use an FPO as a preparation signal. Review relevant project records, check which staff could deliver similar work and identify information that may need updating. Keep the opportunity in a planning category until the buyer issues the relevant request.

This avoids an expensive form of premature drafting: writing a detailed offer around a forecast that later changes. Preparation remains valuable when it improves your evidence library and capacity understanding without locking the team into unsupported assumptions.

Build an evidence plan for the live tender

Once the request is available, preserve the question numbering and identify every component the buyer wants addressed. Government supplier guidance emphasises relevant responses and evidence in what to include in your response.

For each experience example, ask what it proves. A completed project may establish experience in a particular activity, but it does not demonstrate current availability or guarantee the same result under different conditions. Record the actual role your organisation played and obtain permission before sharing client details.

Prepare a separate delivery explanation for this contract. Name the activities, responsibilities and dependencies that matter. The response should make the connection between past evidence and the proposed work explicit.

Copy this GETS opportunity checklist

StageWorking recordQuestion for the owner
Discovery[GETS reference, buyer and notice type]Is this planning information or a live request?
Qualification[Scope, locations and timetable]Can we deliver with available resources?
Source control[Documents, versions and amendments]Is everyone using the same pack?
Evidence selection[Question, project record and relevant result]What does this evidence actually support?
Delivery design[Activities, people and dependencies]Who has approved the commitment?
Commercial review[Units, options and assumptions]Does pricing match the proposed approach?
Submission[Required route, files and confirmation]Has the final response been checked?

Keep the checklist internal unless requested. Resolve gaps through verified evidence, an approved change or the stated clarification process. A convenient assumption should not close a review item.

Fictional example: a community research programme

Consider Kōwhai Research, a fictional consultancy following an FPO for community research. It gathers shareable project summaries and checks interviewer availability while the agency develops its plans.

The live request later asks for a different regional mix and a specific participant-access approach. The bid lead replaces the preliminary delivery assumptions with a new location plan. A researcher selects a past study that demonstrates the relevant interview method and clearly states Kōwhai's actual contribution.

Finance revisits travel and coordination costs. The resulting response uses the earlier preparation without presenting the forecast as the final scope. If participant access depends on the buyer, that dependency is addressed as the instructions permit rather than hidden in a generic timetable.

Complete a traceable final review

Use the tender compliance matrix guide to link source requirements to evidence and response sections. Review the final exported files and any entered submission information together. Retain the submitted version and confirmation available through the required route.

Frequently asked questions

Is an FPO an invitation to submit a bid?

No. Official guidance treats it as planning information that can change. Follow it for developments, then read the live request if one is issued.

Can a small team prepare before a tender opens?

Yes. Organise verified project records, staff information and delivery capabilities. Avoid assuming that a future request will repeat an earlier scope or response format.

Can AI create evidence for missing experience?

No. It can help organise genuine records and draft explanations. Your team must verify every claim and leave unsupported experience claims out of the response.
