UK tenders require a sourcing plan that recognises both the current procurement platform and the buyer's own response process. Start with the official notice, establish which documents apply, and identify where the buyer expects your submission. Those three checks help prevent a polished response being prepared against an outdated pack or for the wrong stage of a competition.

The practical task is to join discovery, supplier information and evidence into one controlled workflow. The steps below help a bid team do that without relying on a single portal label or a generic proposal template.

Understand the current discovery routes

The enhanced Find a Tender service became the central digital platform on 24 February 2025. It supports procurement notices and the storage and sharing of core supplier information. The government's central digital platform factsheet, updated in June 2026, explains these functions and links to the service.

Avoid the outdated shortcut that all smaller opportunities belong on Contracts Finder. PPN 019's Contracts Finder guidance addresses procurements commenced under the Public Contracts Regulations 2015. It states that new below-threshold opportunities requiring publication from 24 February 2025 use Find a Tender under the Procurement Act arrangements. Contracts Finder therefore remains relevant to legacy procurement records and applicable continuing processes.

Include the devolved sourcing routes relevant to your customers. GOV.UK lists Public Contracts Scotland, Sell2Wales, and eSourcing NI and eTendersNI among the dedicated procurement websites. Follow the actual notice to its documents and submission instructions; a notice service and the buyer's response system may have different jobs. Procurement rules differ across the UK, so confirm the regime identified in the notice rather than assuming that every devolved buyer follows the same process.

Record the procurement stage before committing

Create an opportunity record containing the buyer, notice reference, procedure or stage, source link, relevant lot and latest document date. Record the submission destination separately. Someone should be able to open that record and explain what the buyer is currently inviting suppliers to do.

Read any participation conditions, evaluation information and contract schedules before assigning writers. An appealing service description does not settle whether your available team, experience or operating model meets the specific request. Where the documents leave a material ambiguity, use the stated clarification channel and track the answer.

Give the bid lead authority to stop work when a critical gap is unresolved. This protects the team from spending days drafting around an assumption that operations or finance cannot support.

Assign one owner to each row. Record inconsistencies as specific corrections: “change project role from lead supplier to delivery partner” is more useful than “improve accuracy”. Keep draft completion and evidence approval as separate statuses.

Fictional example: a training tender with two lots

Consider Harbour Learning, a fictional training provider assessing a UK public-sector opportunity with separate classroom and online-delivery lots. Its reusable case study combines both services, while the proposed team is available only for the online lot.

The bid manager records a decision to pursue that lot alone. The writer extracts the relevant online-delivery evidence and identifies which parts of the past project Harbour actually performed. Finance removes classroom travel costs from the draft price and checks the remaining learner-support assumptions.

A reviewer then finds that the mobilisation paragraph still promises an onsite launch. The checklist exposes the mismatch before submission. Harbour either approves and prices that commitment or revises the narrative to the permitted online approach. The example illustrates internal consistency, not an actual procurement outcome.

Turn documents into a reviewable response

Preserve the buyer's question numbering and requested formats. Give every substantial claim a source, a person who can verify it and a place in the final answer. Use the tender compliance matrix method to connect document requirements with evidence and response sections.

When a clarification or amended schedule arrives, identify the affected answers and prices. Review the exported submission as well as the working draft. A correct paragraph in a shared document is irrelevant if an older attachment is the one finally uploaded.
