A change in federal purchasing rules can create an awkward gap between an old bid template and a new opportunity. For companies pursuing US federal tenders, the useful response is not to delete accounting declarations immediately. It is to establish which requirements apply, who has checked them and which assumptions the price depends on.
The October development
Acquisition.gov reported on 2 September 2026 that the Cost Accounting Standards Board had issued two final rules the previous day. One addresses programme thresholds and their application. The threshold rule took effect on 1 October 2026 and also clarifies treatment of indefinite delivery contracts. This is a specific accounting development, not a blanket exemption for every supplier or a reason to assume that existing contract obligations have disappeared.
Start with the actual solicitation
Create a short review note for each opportunity. Record the solicitation identifier, current amendment, contracting organisation, proposed contract structure and the passages that raise accounting questions. Preserve the original wording beside your team's interpretation. This makes it easier to spot when a commercial assumption has been mistaken for an instruction.
Then assign the decision. A bid manager can identify a clause and collect information, but should not silently decide a complex accounting treatment. Keep changes separate from existing commitments
A team may use the same people and estimating files across several contracts. That convenience can hide important differences. Keep a separate decision record for the new solicitation, existing awarded work and any proposed change to internal practices. Do not assume one conclusion transfers automatically to another file.
A useful final review asks whether every number has a source, every exception is visible and the approver has seen the current documents. Combine this check with a tender go or no go decision before investing heavily in writing. Use a requirements and evidence matrix to keep the approved answer connected to the request.
A fictional handoff example
Consider a fictional Ohio engineering supplier preparing a federal proposal. Its old template contains a statement copied from an earlier contract. The bid manager flags it instead of deleting it. The finance lead reviews the current solicitation, records the applicable position and identifies one unresolved subcontract cost assumption. The team obtains an updated quotation before approving the response. The improvement is traceability, not a claim that the rule automatically makes the supplier eligible.
